On January 26, 2013 at 17.00 pm in Brindisi (Italy) at the Palazzo Virgilio hotel the 7th General Meeting of the “Mediterranean Weightlifting Confederation” was held to discuss the following points on the Agenda:

1.    Delegates power  control;
2.    Welcome by the F.I.P.E. / M.W.C. Presidents;
3.    Approval of the minutes of the MWC Congress-2011 Tel Aviv (Israel);
4.    Approving of 2011-2012 balance sheet;
5.    Report of the MWC President and the General Secretary;
6.    Election of the President, the Members of the Executive Board and the General Secretary by secret ballot;
7.    Mediterranean Cup 2014- 2015 : to be assigned
8.    any other business.

The President of the Confederation Mr Maurizio Lo Buono welcoming those present and communicates that delegations of Malta, Marocco and Palestina will arrive within a few hours and in the meantime he calls meeting to appoint as Chairman of the Elective Assembly Mr. Mohamed Jaloud (AWF vice President) and Mr Vito Colasanto as Secretary and poll clerks for the Electoral Congress.
The Meeting unanimously approves.

On point 1 of the agenda Mr Jaloud takes the floor, welcoming those present and, having checked the validity of the Meeting by Mr. Colasanto, declares the validity of the assembly.  There are representatives from 12 nations.

On point 2 of the agenda Mr Jaluod leaves the floor to the President of the Confederation Mr Lo Buono who greets the President of the Italian and European Federation Mr Antonio Urso manifesting his delight and honour for the presence of so many delegations which demonstrates that the Confederation became an important reference and coordination point for weightlifting in the mediterranean basin. The President Urso took the floor and gives all teams welcome by the Italian Federation and wish all teams a great success for the competition.

On point 3 of the agenda, Mr Lo Buono Maurizio read the minutes of the 5th meeting held in Tel Aviv (Israel ) on December 22, 2011 for its approval.
The Assembly unanimously approved the contents of these report.

On point 4 of the agenda Mr. Lo Buono began to illustrate the financial statements of the Mediterranean Confederation :

a-    The balance sheet referred to the fiscal year 1st January 2011 to 31st December 2011 shows at the end of the period a cash balance of € 2.694,20 equals to the sum between the balance of the bank account for € 2.675,76 (bank balance) and the cash sum € 18,44. The balance sheet shows that the economic result, referred to the considered period, amounts to € 2.694,20.
The revenues amounted to € 8.260,04.
The cash balance at the beginning of the period was of € 1.723,25; during the period income received amounted to € 600,00 from national Federations, € 5.000,00 as contribution from ELEIKO COMPANY–SWEDEN for sponsorship, € 936,54 as President payment into the bank,  and € 0,15 bank interest.

The expenses paid amounted to € 5.565,84. Most of expenses, for 4.434,94, are related with contributions to national Federations for air tickets to go to Israel for Mediterranean Cup 2011. The following list shows all the transactions not been carried out through the bank:

It was made an adjustment to the balance of the previous year of € 0,10.

b-    the balance sheet referred to the fiscal year 1st January 2012 to 31st December 2012 shows at the end of the period a cash balance of € 3.008,27 equals to the sum between the balance of the bank account for € 2.989,83 (bank balance) and the cash sum € 18,44. The balance sheet shows that the economic result, referred to the considered period, amounts to € 3.008,27.

The revenues amounted to € 5.394,43 .

The cash balance at the beginning of the period was of € 2.694,20; during the period income received amounted to € 200,00 from national Federations, € 2.500,00 as contribution from ELEIKO COMPANY –SWEDEN for sponsorship and  € 0,23 bank interest.
The expenses paid amounted to € 2.386,16. Most of the expenses, for € 2.116,66, are due to Vat and taxes for sponsorship of Eleiko for years 2011-2012. All the transactions were carried only through the bank.

After a brief explanation of the costs incurred, the Meeting approves the financial Statements.

On point 5 of the agenda the MWC President Mr. Lo Buono reads the report for the year 2012 which is attached to these minutes.
The Assembly takes note of what is shown by the President and unanimously approved the contents of these report.

On point 6 of the agenda, the Chairman of the Meeting Mr. Mohamed Jaloud, after having illustrated the ballot method, calls the representatives in alphabetical order by individual nation and gives them a ballot card with the names of the candidates and invites them to vote in secret in one of the specially prepared booths. After the vote, the President of the poll clerks Mr. Vito Colasanto, after having counted the votes on the President’s table in front of everybody, gives to the President of the Meeting the results of the election of the Executive Board of the Mediterranean Confederation for the Olympic Cycle 2013-2016 which is as follows:

and decided to appoint Mr.Ahmed Alchnauwai assistant Secretary General.

The newly elected President Mr Maurizio Lo Buono intervenes by saying that he is delighted for the election and for the work that all the countries have performed with passion and tenacity to bring weightlifting to the highest levels.
He also recalls that the Confederation, which coordinates the sporting activity of weightlifting throughout the Mediterranean, founded in Italy in December 2005, organised six editions of the event called “Mediterranean Cup”, and has contributed to spreading the concept of the Olympic ideal (a mix of sport, culture and education) by following the dictates of the  Olympic Charter and the principles of cultural and religious through a process of universal participation. Moreover, he recalls that the Confederation has pursued a political development line of weightlifting by means of an innovative itinerary shared by the whole community of the Mediterranean States, aimed at training through the organisation of annual symposia.
One of his priorities as President shall be that of helping the small nations and providing incentives to all the nations to be present with whole teams in order to increase the number of participants in the competitions. With the establishment of the Confederation, all the Mediterranean countries have created very important challenges which need the acceptance of all in order to be performed and need to be used by all if they want to join the historical annals of weightlifting. The Mediterranean Confederation intends to be an active party in the history of weightlifting by contributing to the practice of a clean sport and intends to pass on this culture to the young athletes, their trainers and sports managers, leaving behind what is right that no longer exists: doping.

On point 7 on the agenda, President Mr Lo Buono ask to Mr. Kaled President of the African and Libyan Federation to confirm the intention to organize in 2014 the VIII Mediterranean Cup in Libya as resolved in the meeting held in Malta. The President Kaled confirms the organization of the competition and announced its willingness to contribute to the payment of a contribution of $ 5,000 in order to encourage the participation of teams in the Mediterranean Cup. The President of the MWC Mr Lo Buono on behalf of all present  thanked Mr Kaled for his generosity. Asks the word the President of Lebanon Malih Alaywan who announced the intention to organize the IX Mediterranean Cup in Beirut in 2015 and asks the Executive Board to want to approve this request. The Executive Board Members unanimously approved.

On point 8 on the agenda MWC President Mr Lo Buono illustrates proposal of approving the “Fair Play Charter”, sent to all the countries several months ago in order to obtain suggestions. The Charter determines the values establishing the social ethics and bears a series of basic and behavioural standards, the duty of loyalty, impartiality and diligence which must be respected by all those who belong to the Confederation. He asks the meeting to approve it and proposes the establishment of the “Fair Play Commission” and nominates Mr Talaat Alaja (Palestine) as President and Mr Nouri Mohamed (Morocco) as Member.
During the edition of the Mediterranean Games 2013 which will be held in Mersin, the “Fair Play Award” shall be given to the person who has distinguished themselves in the past.
The Meeting unanimously approves the proposal.

The President Mr Lo Buono remember that the COJM has reduced the number of competition categories during the Mediterranean Games that will be held in Pescara from fifteen to eleven (four female and seven male) causing disgruntled feelings especially from Spain and Italy.
Mr Lo Buono calls on all nations to present to the next Mediterranean Games which will be held in Mersin-Turkey the full teams so as to ensure that the Olympic Committee to eliminate certain categories of weight. Shall be the duty of the President, checked one month before the competition with the COJM, to inform all the nations on inscriptions data in order to enroll more athletes especially in those categories close to the decision of the elimination by the COJM.

The Chairman of the Meeting Mr Jaloud intervenes by asking those present if any one would like to take the floor to ask or propose anything.

Lebanese President Mr. Malih Alaywan proposes to the meeting, since the number of athletes master is a net increase, the opportunity and the ability to allow participation in the upcoming Mediterranean Cup also Master. Assembly takes note of what is proposed and referred the decision to the next meeting.

Nobody takes the floor and the Chairman declares the Meeting over at 12.45 pm.
